Most of Garmin's GPS units connect using a USB port. The following troubleshooting steps are basic steps in resolving USB device connection issues.
Make sure the device has power
Ensure the device is being connected directly to the computer and not through a USB hub
Unplug and reconnect the USB Cable to the GPS
Try a different USB port on the computer
Unplug all other USB devices (Except mouse and keyboard)
Restart the computer
Try a different USB data cable (Not a USB charging cable)
Try a different USB device to see if it is recognized using the Garmin USB cable
Try a different computer if available

.. I now wonder, can I "reset" all USB "info" in W7 to "scratch" (= same as when WM7 is fresh installed; a sort of OOBE for USB). And if 'Yes', how do I do that?

If any USB ports are missing and you want to install them, go to Control Panel > All Control Panel Items > Devices and Printers > Add a device.

Another route is to view the 'Phantom' devices, i.e. devices that you have installed which are not currently connected to the computer are not displayed in Device Manager, even when you click Show hidden devices. To temporarily display these devices, click the Windows Orb (Start) > All Programs > Accessories and right-click Command Prompt, then ‘Run as Administrator’. Type ‘set devmgr_show_nonpresent_devices=1’ (not the quotes but the space) and press Enter. Exit from the Command Prompt screen.
Now right-click Computer > Properties > Device Manager (in the left pane), then click View > Show hidden devices.
By expanding a category, e.g. Disk drives or USB, then right-clicking a device you can determine if you want to remove it by clicking Uninstall. Be aware that an important device like a USB modem or a printer that is not currently plugged in, can be accidentally uninstalled. You will be somewhat surprised how many devices appear under Disk drives and USB, and how many are ‘Unknown‘.
If you want Device Manager to permanently display the ‘Phantom‘ devices, post back for the environment variable or registry key change.
